समय चक्र कभी कभी ऐसी तीव्र गति से गतिमान हो जाता जिसका अंदेशा किसी को भी नहीं हो पाता । यूं तो हर समय परिवर्तनशील है लेकिन मानव जीवन में कुछ ऐसी परिस्थितियां भी उत्पन्न हो जाती हैं जिनका परिणाम बहुत ही भयावह स्थिति कर देता । कुछ ऐसा ही वाकया सन 2019 का उत्तरार्द्ध लेकर आया । जब संपूर्ण विश्व अपनी दैनिक दिनचर्या में खोया हुआ अपने कार्यों में व्यस्त था तभी चीन के वुहान शहर में उत्पन्न कोराना वायरस (कोविड-19) पूरी दुनिया में खलबली मचा दी । इससे पहले कि विश्व समुदाय इस वायरस कोविड-19 से बचने का कोई मार्ग तलाश पाता देखते ही देखते इस वायरस ने महामारी का रुप लेकर पूरे विश्व को अपने चपेट में ले लिया ।

भय का माहौल इस तरह व्याप्त हुआ की सुरक्षा की दृष्टि से सरकार को देश में लॉकडाउन की घोषणा करनी पड़ी । परिणामस्वरूप शहरों में सूनापन छा गया , सड़कें विरान हो गई , कार्यालयों-दुकानों में ताले लटक गए , स्कूल-कॉलेज बंद हो गए , बस और ट्रेनों के पहिए जाम हो गए , संसद और विधानसभा ठप्प हो गई , नौकरियां छूट गई व्यवसाय चौपट हो गए और लोग अपने अपने घरों में कैद हो गए ।अस्पतालों और नर्सिंग होम में अफरातफरी मच गई , स्वास्थ्य और एजेंसियां मोर्चे पर आ डटी ।

चारो तरफ डर का माहौल छा गया जनमानस अपनी अपनी जिंदगी बचाने के लिए जद्दोजहद करने लगे ,चारों तरफ निराशा और हतासा छा गई । आलम यह हुआ कि लोग शहरों से पलायन कर अपने अपने गृह राज्य में सुरक्षित स्थान के लिए निकल पड़े । अत्यधिक दुर्दशा प्रवासी मजदूरों की थी जो अपने जीवन को सुरक्षित रखने के लिए पैदल , साईकिल, ट्रकों , मोटरसाइकिल द्वारा अपने गंतव्य की ओर चल पड़े । जितना भयावह स्थिति कोरोनावायरस से उत्पन्न हुई थी उससे कहीं ज्यादा दयनीय स्थिति सड़कों पर चल रहे गरीब मजदूर की उपस्थिति से हो गई ।

दिल्ली, मुंबई , गुजरात, पंजाब , मध्यप्रदेश , हरियाणा आदि प्रदेशों से प्रवासी मजदूरों की भीड़ सड़कों पर आ गई । यातायात साधनों की अनुपस्थिति में लोगों का पग-पग चलना दूभर हो गया । बच्चे -बड़े -बूढ़े भूख-प्यास से जूझते हुए आगे बढ़ने लगे । जीवन बचाने के इस जद्दोजहद में हजारों लोगों को मार्ग में ही अपनी जान गंवानी पड़ी । कोई ट्रेन की पटरियों पर , कोई सड़क हादसों में , कोई भूख-प्यास से तो कोई हिम्मत हार जाने से असमय ही काल कवलित हो गए ।

इस दौरान अफवाहों का बाजार भी गर्म रहा । अनावश्यक रूप से अफवाहों को फैलाकर भी गरीब मजदूरों को परेशान किया गया । लोग तमाशाबीन बने रहे और असमर्थ असहाय लोग अपनी जान गंवाते रहे ।

केंद्रीय सरकार और राज्य सरकारें अपनी अपनी भूमिका को लेकर स्पष्ट दृष्टिकोण नहीं अपना सकी । जिसका खामियाजा जनता को भुगतना पड़ा। यह अलग बात थी कि स्वास्थ्य और सुरक्षा एजेंसियां अपनी अपनी भूमिका काफी जिम्मेदारी पूर्वक निभाई । सफाईकर्मियों का संघर्ष भी उपयोगी रहा । कोरोनावायरस के साथ इस लड़ाई में हमारे कई जांबाज देशभक्त पुलिसकर्मी , डॉक्टर , सफाईकर्मी और अन्य स्वास्थ्यकर्मी जीवन की जंग हार गए ।

देश भयावह स्थिति से गुजर रहा था और सरकार अपना भूमिका निष्ठापूर्वक निभा रही थी। इसके बावजूद कुछ ऐसी कमियां भी सामने आई जिसको किसी भी हालात में अस्वीकार नहीं कर सकते ।

1. रास्ते में चल रहे मजदूरों के लिए रिलीफ कैंप लगाकर उनके खाने-पीने और सुरक्षा का पुख्ता इंतजाम करना चाहिए था ।
2. प्रवासी मजदूरों को गंतव्य स्थान तक जाने के लिए यथासंभव यातायात साधनों की व्यवस्था करनी चाहिए थी ।
3. संवेदनशील मार्गों पर सुरक्षा व्यवस्था का इंतजाम करना चाहिए था ।
4. पैदल चल रहे प्रवासी मजदूरों के रास्तों पर ग्रीन कारिडोर बनाकर उन्हें सुरक्षित जाने दिया चाहिए था ।
5. प्रवासी मजदूरों के रास्तों में मेडिकल रीलिफ कैंप लगाया जाना चाहिए था ।

सरकार की मदद….

सरकार ने शहरों में रह रहे गरीब लोगों को प्रतिमाह मुफ्त राशन मुहैया कराया । साथ ही अस्थाई राशनकार्ड भी बनाए गए । इससे आर्थिक रूप से निर्बल लोगों को थोड़ा बल मिला । परन्तु मात्र राशन मुहैया कराने से ही समस्या का हल होने वाला नहीं था । नौकरी छूट जाने और व्यवसाय ठप्प हो जाने से बहुत लोगों की आर्थिक स्थिति निम्न स्तर पर आ गई थी । जो बचत थी वह धीरे-धीरे खत्म हो गई थी । सरकार को प्रति परिवार आर्थिक मदद देने का प्रयास करना चाहिए था ।

लॉकडाउन के बाद की स्थिति

देश में मार्च 2020 के अंत में लॉकडाउन की घोषणा की गई । पूरा साल लॉकडाउन की भेंट चढ़ गया । नौकरियां छिन चुकी थी , व्यवसाय बंद थे, आमदनी का जरिया बंद हो गया था, नई नौकरियों का मार्ग बंद था फलत: लोगों का जीवन स्तर गिर गया । खाने के लाले पड़ गए । एक फिर लोग अपनी-अपनी दैनिक जीवन की आवश्यकताओं की पूर्ति के लिए संघर्ष करने में लगे हुए हैं ।

सरकार की भूमिका….

लॉकडाउन के बात केंद्र और राज्य सरकारों को एक बहुत बड़ी भूमिका निभाने की जिम्मेदारी थी । वह थी लोगों की अव्यवस्थित जीवन को पटरी पर लाना । ऐसी स्थिति में सरकार को नए रोजगार के अवसर उपलब्ध कराने के साथ-साथ निजी क्षेत्रों में नौकरी के भी अवसर उपलब्ध कराने चाहिए था । सरकार को निजी क्षेत्र की कंपनियों को निर्देशित करना चाहिए था कि वह शिक्षित और योग्य लोगों को नौकरी उपलब्ध कराए । मासिक वेतन भले ही कम ही हो परंतु सरकार के इस कदम से जरुरतमंद लोगों को आर्थिक मदद मिल जाएगी ।

भ्रष्टाचार

 (स्वार्थ के वशीभूत होकर जब हम सिर्फ और सिर्फ अपने ही हित की बात करते हैं तो वह निंदनीय और समाज विरोधी क्रियाकलाप की श्रेणी में आता है। समाज में ऐसे अनगिनत लोग हैं जो अपना काम निकालने के लिए दूसरों को भी संकट में डाल देते हैं। मनुष्य कभी कभी इतना स्वार्थी और लालची हो जाता है कि उसे धर्म अधर्म का ज्ञान नहीं होता। समाज में व्याप्त यह गंभीर मामला है ही भ्रष्टाचार कहलाता है। सभ्य समाज के लिए इसका उन्मूलन जरूरी है, आइए हम आगे बढ़े , लड़े और जीते….. नरेश कुमार एरेन) ‌

भ्रष्टाचार समाज में व्याप्त एक ऐसा रोग है जिसके चपेट में आने वाले अनगिनत लोग अनचाही मुसीबतों के जाल में फंसकर अपना बहुत बड़ा नुक्सान कर बैठते हैं । भ्रष्टाचार अर्थात जिसका आचरण निकृष्ट अथवा बिगड़ा हुआ हो, जो समाज और देश विरोधी क्रियाकलापों में लिप्त और वह कुछ ऐसा कार्य करता हो जो निति विरूद्ध हो। जिस मनुष्य के अन्दर नीति, न्याय, ईमानदारी, सत्य आदि मौलिक और सात्विक प्रवृत्तियां हों फिर भी वह स्वार्थ, असत्य और बेईमानी से सम्बन्धित सभी कार्य में शामिल होता हो वह भ्रष्टाचार का वाहक है । भ्रष्टाचार एक गंभीर चुनौती है, यह मनुष्य को स्वयं हानि पहुंचाने के साथ-साथ अनेक समस्या का जनक भी है। देश में फैला भ्रष्टाचार सीधा सरकारी योजनाओं की सफलता को प्रभावित करता है, महंगाई को जन्म देता है, कालाबाजारी तथा मिलावट जैसी समस्या को संरक्षण देता है और गैरकानूनी तथा अनैतिक कार्यों को बढ़ावा देता है ।

संस्कृत भाषा से उद्धृत भ्रष्टाचार के दो मूल शब्दों भ्रष्ट और आचार का विष्लेषण करें तो पाते हैं कि जिस व्यक्ति का आचरण निम्न कोटि का हो, गिरा हुआ हो और जिसने अपने कर्त्तव्य को छोड़ दिया हो वह भ्रष्ट है। जिस व्यक्ति का आचरण, चरित्र, चाल, चलन, व्यवहार आदि बिगड़ा हुआ हो, वह भ्रष्टाचारी है। महान राजनीति लेखक सेन्चूरिया के अनुसार, “किसी भी राजनीतिक कार्य का भावना एवं परिस्थितियों के आधार पर परीक्षण करने के पश्चात यदि यह निष्कर्ष निकलता है कि व्यक्तिगत हितों के लिए सार्वजनिक हितों को बलिदान किया गया है तो निश्चित रूप से वह कार्य राजनीतिक भ्रष्टाचार का अंग है।”

डेविड एच. बेले के अनुसार कि “भ्रष्टाचार एक सामान्य शब्दावली है जिसमें अपने व्यक्तिगत लाभ के लिए लोग‌ दूसरों का दुरुपयोग भी करते हैं।

मतलब यह कि गलत तरीकों को अपनाकर जो व्यक्ति अनैतिक कार्य करता है अथवा ऐसे कार्यों में शामिल हो जाता है, उसे भ्र्ष्टाचारी कहते हैं। वर्तमान समय में भारत की व्यवस्था प्रणाली में भ्रष्टाचार ने अपनी जगह बना ली है। लोग सत्य और सुमार्ग पर चलकर परिश्रम द्वारा सफलता पाने के जगह भ्रष्ट नीतियों को अपनाते हैं और कुमार्गगामी हो जाते हैं। उदाहरणस्वरूप किसी को दफ्तर में प्रोन्नति चाहिए या नौकरी चाहिए तो वह रिश्वत देकर अपना काम करवाते हैं या यौं कहें कि बिना रिश्वत दिए एक छोटी सी तरक्की पाना भी मुश्किल है । यह न्याय व्यवस्था के खिलाफ तो है‌ ही उच्च पदों पर बैठे लोगों के जमीर का पैमाना भी है जो बिना रिश्वत लिए को काम नहीं करते । आजकल की विडंबना यह है कि अगर ऐसे लोग रिश्वत लेने या देने के जुर्म में पकड़े भी जाते है, तो रिश्वत देकर छूट भी जाते है।

आजकल लोग‌ यह समझते हैं कि अगर वह सही रास्ता अपनाएंगे तो उनका काम होने में समय लगेगा। आजकल की व्यस्त जिन्दगी में हर व्यक्ति जल्दी से जल्दी सफलता पाना‌ चाहता है और उसे पाने के लिए वह कोई भी अनैतिक कार्य करने के लिए तैयार हो जाता । बड़े-बड़े व्यापारी अनाज को आपातकालीन स्थिति में जमा कर लेते हैं, बाजार में अनाजों की कमी होते ही वे उसी अनाज को दो गुने और तिगुने दामों में बेचते हैं। इससे साधारण लोगों को मजबूरन महंगे दामों में अनाज खरीदना पड़ता है और तकलीफों का सामना करना पड़ता है। इसी वर्ष कोविड-19 जैसी भयंकर बीमारी के दौरान जीवनरक्षक दवाओं, इंजेक्शन, और ऑक्सीजन की कालाबाजारी का घिनौना खेल देखा गया था।
समाज में व्याप्त भ्रष्टाचार एक संक्रामक बीमारी की तरह है जो अपनी जड़े मज़बूत कर रहा है। दिन प्रतिदिन भ्रष्टाचार से संबंधित घटनाएं बढ़ रही हैं। ज़्यादातर लोग बेईमानी और चोरी का रास्ता अपना रहे हैं। कोर्ट में झूठे गवाह पेश करके अपराधी छूट जाते हैं और निर्दोषों को सजा माल जाती है। हमारे देश की लचर कानून व्यवस्था की वजह से भ्रष्ट लोग भी सालों साल तक कानूनी प्रक्रिया का सामना करने के बाद भी बा इज्जत बरी हो जाते हैं ।

भ्रष्टाचार ट्रांसपेरेंसी इंटरनेशनल के सूचकांक में भारत 2019 में दुनिया के 180 देशों में 80वां स्थान पर था‌‌ जबकि 2018 में इस सूची में भारत 78वें पायदान पर था। यह आंकड़े यह याद दिलाने के लिए काफी है कि हमारे देश में भ्रष्टाचार कितना‌ गंभीर स्थिति में है । सामाजिक स्तर पर जमाखोरी और मुनाफाखोरी‌ से लेकर राजनीति गलियारों में भी भ्रष्टाचार का बोलबाला है। पंचायत चुनावों में जिस तरह पैसों के बल पर चुनाव जीता जाता है , वह किसी से छिपा नहीं है । शहरों और गांवों में सार्वजनिक वितरण प्रणाली में भी‌ भ्रष्टाचार लिप्त है । स्कूल और कॉलेज की स्थापना के बाद वांछित मानक पूरा करने के बावजूद शिक्षा विभाग में ‌बिना‌ रिश्वत दिए मान्यता नहीं दी जाती। जिले स्तर पर जिलाधिकारी और तहसीलदार के कार्यालयों में आय और जाति प्रमाण पत्र जारी करने के एवज में रिश्वत की मांग की जाती है। ऐसा कोई विभाग अछूता नहीं है जहां बिना रिश्वत के कोई काम होता है । सरकारी कार्यालयों में भ्रष्टाचार इस तरह हावी‌ है कि कमजोर वर्ग के लोगों का कार्य संपन्न ही हो पाता।

सिर्फ रिश्वत को ही भ्रष्टाचार नहीं कह सकते बल्कि किसी जरूरतमंद व्यक्ति के निर्धारित कार्य को पूरा करने के लिए उसका शारीरिक और मानसिक शोषण भी भ्रष्टाचार की श्रेणी में आता है । जैसा कि कार्यस्थलों पर प्रोन्नति का प्रलोभन देकर महिला सहकर्मियों का शारीरिक और मानसिक शोषण किया जाता रहा है। यह एक बेहद संवेदनशील मामला है। यह समाज का वह विनाशक रूप‌ है जिसकी चपेट आया व्यक्ति बिन बुलाई मुश्किलों में फंस जाता है । हैरानी तो तब होती है जब 40-50 हजार से लेकर लाखों रुपए का वेतन पाने वाले नौकरशाह और कर्मचारी मजबूर और लाचार लोगों से रिश्वत लेते हैं। अभी इसी वर्ष कोविड-19 के उग्र रूप के दौरान व्यापारियों और दुकानदारों द्वारा निर्धारित कीमत से अधिक कीमत पर राशन बेचने का मामला सामने आया है।

देश‌ की अर्थव्यवस्था को मजबूती प्रदान करने के लिए देश से भ्रष्टाचार को खत्म करना जरूरी है। एक सबल राष्ट्र निर्माण में भ्रष्टाचार मुक्त समाज की आवश्यकता है । इससे देश में बढ़ रही महंगाई पर अंकुश लगाया जा सकता है। सस्ती और आसानी से उपलब्ध होने वाली जीवनोपयोगी वस्तुएं देश की उन्नति का आधार है। इसलिए सबकी उन्नति के लिए पूरे देश में एक समान कीमत पर जीवनोपयोगी वस्तुएं, दवाइयां, घरेलू गैस , पेट्रोल और डीजल इत्यादि उपलब्ध होना चाहिए। यह तभी संभव है जब देश से भ्रष्टाचार का समूल विनाश कर दिया जाए । भ्रष्टाचार एक सामाजिक अभिशाप।
